"Somalia has long sponsored a guerrilla war in Ethiopia.
When the Somalians need water, they invade eastern Ethiopia to tap the rivers
and lakes.
As the initial world response is muted, Somalia continues its campaign and
invades Djibouti in order to control the southern Red Sea, and then continues
on into the oil field area of east Ethiopia.
Small US and French forces are rushed in, and receive limited permission to use
Ethiopian bases.
However the situation is not resolved and Somalia overwhelms the limited forces.
Violations of airspace antagonize Yemen, leading to some exchanges.
Combined western forces retake Djibouti, but are entrenched in  Ethiopia.
Guerrillas backed by Eritrea now exacerbate the situation in the whole north
east of Ethiopia.
The United Nations makes an unsuccessful attempt to bring about a peaceful
solution.
Political will to resolve the various factions in Ethiopia results in a
Bosnia-like scenario, which continues for some time."
